「フルーロップ・リスト」とは、ドイツの諜報機関であるドイツ連邦情報局（Bundesnachrichtendienst / BND）が、諜報対象とした友好国を識別するために用いていたコードネームの一覧であり、植物名が割り当てられていた。この事実は近年、大きなスキャンダルとして明るみに出た。

このリストは、ヨーロッパにおいて各国が相互に監視し合ってきた歴史を示すと同時に、国家間の最上層レベルで共有されてきたクリシェやイメージを浮かび上がらせる。なぜトルコのコードネームは麻の植物なのか。一方で、アメリカ合衆国には花を咲かせるアジサイが割り当てられているのはなぜなのか。

FLEUROP is a new guide to deciphering the 'Fleurop list', showing photos of fake plants with their corresponding national flag ribbons.

The 'Fleurop list' is a list of codenames used by the German secret service, the BND, to identify friendly countries that it spied on using plant names (which recently caused a major scandal).
This list shows how everyone in Europe has always spied on everyone else. It also shows clichés and images used at the highest level between states: Why is the code name for Turkey a hemp plant, but the code name for the US a flowering hydrangea?
